Burbank is a drive for us, not a neighborhood, and we would rather say that plainly than pretend to a local address we do not have. Burbank is a good city for a sewer specialist to know well, because its underground is genuinely old in the places where people live and genuinely overloaded in the places where people work. Magnolia Park Was Plumbed for 1938, Not for 2026
The stretch of Burbank running along Magnolia Boulevard between roughly Hollywood Way and Buena Vista Street is one of the best-preserved pre-war residential districts in Los Angeles County. Bungalows, Spanish Colonial Revival cottages, English Revival houses with steep gables, and the trim minimal-traditional homes that filled in around them in the late thirties and forties. Charming above ground. Below ground, it is a district of vitrified clay laterals that have been in continuous service for eight or nine decades.
Clay is a strange material to inherit. It does not corrode, it does not rust, and chemically it will outlast the house. But clay pipe is laid in short sections with a bell-and-spigot joint every few feet, and the original jointing compounds were never intended to stay watertight forever. Every one of those seams is a slow vapor leak, and every vapor leak is an invitation to the root system of whatever is growing within fifty feet.
Add to that the loading these lines were never designed for. A 1938 house had one bathroom and no dishwasher. The same house today has two or three bathrooms, a dishwasher, a high-capacity washer and a kitchen that grinds far more solids into the drain than the original builder ever planned for. The pipe did not change. Everything upstream of it did.
Burbank Is Its Own City, With Its Own Sewer Utility and Its Own Permits
People conflate Burbank with Los Angeles constantly, and for sewer work that mistake has real consequences. Burbank incorporated in 1911 and has run independently since. Its Public Works department maintains the sewer collection mains under Burbank streets and operates the city's own wastewater treatment capacity. Burbank issues its own plumbing permits. Street and parkway excavation requires a Burbank permit and a Burbank inspection.
So when a Burbank owner calls the City of Los Angeles about a backup, nothing happens, and when a contractor who mostly works the LA basin quotes a Burbank lateral replacement, the permit assumptions in that bid may simply be wrong. The ownership boundary follows the usual pattern: the city takes care of the main in the street, and the property owner takes care of the building sewer from the house to the point of connection. There is a short list, and after enough runs it becomes predictable.
Root intrusion at clay joints. Burbank's older residential streets carry mature ficus, camphor, Chinese elm and liquidambar in the parkways, with old pepper and citrus surviving on private lots. Those root systems find the joints, thicken inside them, and build a mat that catches paper and grease until flow stops entirely.
Scale inside cast iron. Interior drain lines from the twenties and thirties develop a hard tuberculated crust on the pipe wall. The camera shows a pipe that looks like the inside of an old kettle. Diameter is the whole game in drainage, and losing an inch of it doubles how often the line backs up.
Offset and cracked bells. Decades of soil movement, tree growth and heavy vehicles over the driveway shift sections out of alignment. A quarter-inch offset is enough to catch solids reliably.
Bellies from settled backfill. Trenches dug and refilled by hand in the pre-war era were compacted by tamping, not by machine. Over eighty years those trenches settle, and the pipe settles with them into a low spot that holds standing water permanently.
Amateur repairs. Burbank has a long history of owner and handyman patching. We find rubber couplers buried without proper bedding, sections of the wrong diameter spliced in, and abandoned taps left open. Every one of them is a snag point.
The Rancho District: Big Lots, Old Trees, Long Laterals
The Rancho equestrian neighborhood, tucked between Riverside Drive and the Los Angeles River channel near the equestrian center and Griffith Park, is unlike anything else in Burbank. Horse properties, barns, wide lots, deep setbacks and enormous mature trees. It is also where laterals get long.
A Rancho house set well back from the street may have a hundred feet or more of building sewer, running under stable areas, gravel drives and heavy old root systems, frequently installed in an era when the neighborhood's drainage was more agricultural than municipal. Excavating a line like that the old-fashioned way means tearing up access a horse property cannot afford to lose. Studio-district commercial lines
The blocks around Olive Avenue, Alameda Avenue and San Fernando Boulevard hold a dense mix of production facilities, offices and restaurants. Commercial kitchens there send fats, oils and grease into building sewers that were sized long before the current tenant moved in.
Grease narrows a pipe evenly rather than plugging it suddenly, so the failure arrives without warning on the busiest night. Scheduled grease line maintenance is the only version of this job that is not an emergency.
Climbing Toward the Verdugos
North and east of the flats, Burbank rises hard into the Verdugo Mountains — Sunset Canyon Drive, Country Club Drive, the streets above Glenoaks Boulevard and the neighborhoods near Stough Canyon and the DeBell course. Most of this hillside housing is postwar and later, so the pipe is younger, but the terrain introduces problems the flatland never has.
Steep laterals scour unevenly. Where the fall is severe, water simply outpaces the solids it is meant to transport, and deposits build at the first change of grade. Foothill soil here is coarse decomposed granite and alluvium off the range, which drains quickly but also moves, so a properly bedded trench can develop sags without anything breaking. And access is tight: narrow hillside streets, retaining walls, and driveways that make a full open-cut excavation both expensive and disruptive.
Choosing Between Trenchless and Open Cut in Burbank
Not every line should be lined, and we will tell you when digging is the better answer. Cured-in-place lining is the right call when the host pipe still holds its shape and the problem is joints, hairline cracks and root entry — the classic aging clay lateral under a Magnolia Park front yard. It seals the entire run at once and needs minimal excavation.
Pipe bursting is the answer when the pipe is collapsed, severely offset, badly undersized, or made of something that cannot host a liner. It also lets us upsize on the way through.
Open cut still wins in a few situations: a short defect close to the house, a section under an area with no hardscape worth protecting, or a line so far out of grade that only rebedding it at the correct slope will fix the underlying problem. A liner follows the shape of the pipe it is installed in, so lining a belly gives you a smooth, permanent belly. Any contractor who tells you otherwise is selling.

Does the City of Los Angeles handle Burbank's sewers?
It does not. Burbank incorporated in 1911 and operates its own sewer collection system through its Public Works department, with its own treatment capacity rather than everything flowing into the LA system. Burbank also issues its own plumbing permits and its own excavation permits for work in the street or parkway. Any contractor quoting a Burbank sewer replacement should be describing a Burbank permit and a Burbank inspector, not an LA one.
If the blockage is under the sidewalk, is that the city's pipe or mine?
Almost certainly yours. The standard division is that the city maintains the sewer main in the street and the owner maintains the building sewer from the structure all the way to the connection at that main, which includes everything under the front yard, the sidewalk and the parkway. Because programs and boundaries can be updated, confirm the current policy with Burbank Public Works before committing to a large repair. On the day of the call we can at least tell you the exact footage to the defect so nobody is guessing.
My Magnolia Park house is from 1938. What is the sewer line probably made of?
Vitrified clay from the foundation to the street, and cast iron for the drain, waste and vent piping inside the building. That was the standard specification for the era. Clay is chemically durable and frequently still functional after eighty or ninety years, but every joint is a potential root entry. The cast iron is usually the more urgent half, since decades of internal scale can cut a four-inch drain down to half its working diameter.
Can you inspect a Burbank house before I buy it?
Yes, and on pre-1950 housing stock we think it is one of the better inspection dollars a buyer spends. A standard home inspection does not put a camera in the sewer. We run the line, record the footage, note the material, the depth, the location and any defects, and give you something concrete to bring to the negotiation. Grade and soil. A lateral coming off the Verdugo foothills often falls steeply, and past a certain slope water accelerates away from the solids it is carrying, which then settle where the pipe flattens near the street. The foothill soil is coarse decomposed granite that shifts more readily than valley-floor loam, so trenches settle unevenly and produce low spots. Neither problem is visible from the surface, which is why a camera run is the honest first step.
