Sewer & CCTV Subcontracting for Prime Contractors
If you are bidding an as-needed sewer, CCTV or pipeline assessment contract and your firm does not hold a pipe trade licence, that scope has to be subbed. We hold the licence, the cameras, the jetter and the crews, and we are in Northridge.
Our crew, our equipment. The scope you list us for is the scope we do.
The scope we cover
- CCTV inspection of mains and laterals, NASSCO PACP coded, with defect logs, segment grades and video in your specified deliverable format
- Jetting and root cutting, including pre-inspection cleaning so the survey is actually usable
- Sewer repair and replacement. point repairs, lateral replacement, excavation and backfill with surface restoration
- Trenchless rehabilitation. cured-in-place lining and pipe bursting
- Manhole and access structure repair, cleanout and access point installation
- Storm drain clearing and repair
- Emergency response on active contracts, at any hour
What we do not cover: fixtures, water heaters, domestic water supply piping, gas piping, fire lines and new building plumbing. If your package carries those we will tell you on the first call so you can line up the right trade instead of discovering the gap after award.
What listing us gets you
- A pipe trade licence on the bid. CSLB #720343, active, with the classification the work requires. If your own licence does not cover the sewer scope, this is the piece the agency is looking for.
- PACP certification where the specification calls it out by name, which most California CCTV specs now do.
- LA County LSBE status, which can matter to your bid's participation numbers as well as ours.
- DIR registration and certified payroll handled on our side, filed electronically and to you on whatever schedule your contract sets.
- Short mobilisation. We are in Northridge with our own equipment, so task orders across the Valley and greater Los Angeles do not carry a travel premium or a two-week lead time.
- Insurance with additional insured endorsements naming you and the agency, issued the day you ask.
How we quote
- Send the pages that matterThe sewer, CCTV or pipeline line items, the technical specification for deliverables, the bid date, and the unit price format if there is one. You do not need to send the whole package.
- We read the spec properlyIncluding the parts about deliverable format, traffic control and working hours, because those are where a sub quote quietly goes wrong.
- Quote back, usually inside a business dayPriced to your line items and your format, with anything we have assumed stated plainly so you are not carrying a hidden exclusion into your own bid.
- We tell you what we cannot doIf a capability in the spec is outside us, you hear it before the bid date, not after award. A straight no is worth more to you than a soft yes.
- Documents on requestLicence, DIR registration, PACP certification, LSBE, W-9, insurance certificates and additional insured endorsements.
Where this work usually sits
Small public sewer work in this region does not generally come out as standalone bids. It arrives as task orders off on-call and as-needed contracts already held by a prime. That shapes who needs a sub and when.
If you hold a facilities, maintenance or JOC contract with a district or agency and sewer scope keeps landing in your task orders, you need a pipe sub on call instead of a scramble each time. If you are a general engineering contractor bidding an as-needed sewer or CCTV programme without a pipe trade of your own, you need one named before the bid closes.
Either way the useful time to talk is while you are pricing, not after award.
On your job site
We work to your rules. Traffic control to the agency standard, badging and clearance where the site requires it, daily reporting in whatever form your superintendent wants, and site security at the end of every shift. A sub who creates a compliance problem on your contract is not saving you anything, and we know the agency's view of the job is a view of you, not of us.

Common questions from primes
How fast can you turn a sub quote?
Usually one business day. If your bid closes sooner than that, say so when you call and we will work to your clock.
Can you be listed on a bid that closes this week?
Yes, as long as we are named before it closes. Send the scope pages and the date.
Will you provide certificates and endorsements?
Yes, licence, DIR registration, PACP certification, LSBE, W-9, insurance certificates and additional insured endorsements naming you and the agency.
Do you self-perform, or will this get subbed again?
We self-perform. Our own crew, our own camera, jetter and excavation equipment. Nothing in our scope gets handed to a third party without telling you.
Can you meet a PACP deliverable specification?
Yes. Send the technical section and we will confirm the exact format before you price it, so nobody discovers a mismatch at submittal.
What if part of the spec is outside what you do?
You will hear that before the bid date. We would rather hand back a partial quote you can rely on than a complete one you cannot.
Do you work under unit price and JOC formats?
Yes. Send the line items and the format and we price to it.
