Storm Drain and Area Drain Repair in the San Fernando Valley — Before the First Real Rain
Most Valley homeowners meet their drainage system exactly once a year, standing at a window during the first heavy storm, watching a patio turn into a pond. Then it dries out, the problem stops being urgent, and nine months go by. By the following December it is the same pond, slightly bigger.
This is not the sewer. It is a separate buried network — surface inlets, roof downspout tie-ins, catch basins and the solid line that carries all of it out to the curb — and it fails in ways a sewer never does. Here is how it actually breaks in this part of Los Angeles, and why the six weeks before the rain starts are the cheapest time of year to deal with it.
Two buried systems, one property, no connection between them
On virtually every property in Northridge, Porter Ranch, Encino or Woodland Hills there are two independent underground pipe networks, and confusing them wastes money.
The sanitary line runs from the house to the city main, typically at three or four inches for a residential lateral, buried deep, and carries waste. The drainage line starts at grates and basins on the surface, usually runs three to six inches depending on how much roof and hardscape feeds it, sits far shallower, and carries nothing but rainwater and whatever the rain picked up on the way.
They are permitted separately, they are graded to different standards, and on the vast majority of properties they never join. That separation is why a flooded side yard and a gurgling shower are unrelated events, and why a contractor who only looks at one of them will tell you nothing useful about the other.
Six months dry, then everything at once
The failure pattern here is driven by the local climate, not by pipe quality. Los Angeles delivers most of its annual rainfall in a small number of concentrated storms between November and March. For the remaining half of the year the drainage line is a dry, dark, undisturbed tube running under a yard.
Three things take advantage of that. Silt, sand and decomposed granite wash in through open grates during light rain and settle at any flat spot, building up season over season with nothing to flush them out. Roots, hunting moisture in a dry summer, find the damp joints of a pipe that was recently carrying water. And the pipe itself, often a thin-wall corrugated or lightweight plastic chosen because it was never meant to carry waste, sits under settling soil, tree growth and sometimes a parked vehicle.
Then a storm arrives and asks a half-blocked, root-invaded, partly crushed line to move the runoff from an entire roof in twenty minutes. It cannot, so the water finds the next available exit — a doorway threshold, a garage slab, a planter bed against the foundation.
The clear grate that means the opposite of what you think
The single most common misread in yard drainage is a clean grate with water standing behind it. Homeowners see that and conclude the drain is fine and the water must be coming from somewhere else.
It is the signature of a downstream failure. The inlet is doing its job; the line past it is not. Water enters, travels a few feet, meets a silt plug or a crushed section, and backs up into the basin. If lifting the grate and scooping out leaves does not fix the flooding, the grate was never the problem.
The same logic applies to a downspout that overflows at the elbow where it enters the ground. That is not a gutter issue. That is the buried line telling you it cannot accept what the roof is delivering.
What we actually pull out of these lines
On a recent storm drain line repair in Porter Ranch, the failure was under a flagstone patio — the part of the yard nobody wants to open. Opening it produced exactly what the camera predicted: broken pipe sections and a dense root mass that had grown in through the joints and then filled the bore solid. No amount of snaking from the surface was ever going to move that, because there was no longer a pipe for the cable to travel through.
That job is representative. The recurring finds on Valley drainage lines are a packed silt and sand plug at a low point, root intrusion at a joint or a crack, a length of corrugated pipe crushed flat by a root wedge or a vehicle load, a section that has settled into a reverse grade and now holds standing water permanently, and—on older properties—a line that simply ends, because a previous owner's addition cut it and never reconnected it.
That last one is more common than it should be, and it is the reason a drainage diagnosis sometimes turns into a mapping exercise before it turns into a repair.
Camera first, then cable or jetter, then dig if it earns it
Drainage lines deserve a different sequence than sewers, for one reason: the pipe is usually weaker.
A camera inspection comes first whenever the history suggests anything structural. That is not upselling, it is self-protection for the pipe. Thin-wall corrugated will not take the pressure a cast iron sewer main ignores, and pushing a jetter into a line that is already fractured can turn a spot repair into a replacement.
Once the pipe is confirmed sound, hydrojetting is the right tool for what typically blocks these lines. Silt and sand are not what a cable is built for — a cable bores a channel through the middle of a sand plug and leaves the rest sitting there, which is why jetted lines stay open for seasons and cabled ones reopen in weeks. Jetting scours the full diameter and carries the material out.
Excavation is the answer only when the camera has shown a defect a locator can mark on the ground with a depth. Drainage lines are shallow, which cuts both ways: the dig is smaller and faster than a sewer excavation, but the pipe is far more likely to be under something the owner cares about — pavers, flagstone, a driveway, a mature planting. Knowing the exact spot before breaking anything is the whole game.
What the Valley's own geography adds to it
Properties on the slopes — the north edge of Porter Ranch and Granada Hills, the hillside streets above Encino, Woodland Hills and Sherman Oaks — move volume and velocity that flat lots never see, and they concentrate it. A single undersized line can be asked to carry runoff from a hillside as well as the roof, and when it fails the water does not pool politely; it goes downhill into a foundation or a neighbor.
The flat interior tracts — Reseda, Van Nuys, Panorama City, North Hills — have the opposite problem. Minimal natural fall means the drainage line was installed with very little grade to begin with, so a few inches of settlement over decades is enough to create a belly that holds water permanently and silts up every season.
Commercial and multi-family property adds parking lot catch basins and trench drains to the picture, where the material load is heavier and the consequences of a flooded lot are a liability question rather than an inconvenience. Those lines benefit from scheduled cleaning rather than emergency response, on the same logic as a restaurant grease line maintenance schedule.
A ten-minute check worth doing this month
Before the season starts, walk the property and note four things. Where does water stand after you run a hose into each inlet for two minutes — does it drain steadily, slowly, or not at all? Does water actually appear at the curb outlet, and how long does it take? Are there low spots that held water last winter that you have quietly stopped thinking about? And is there a tree within about fifteen feet of any buried drainage run?
If the hose test backs up at any inlet, that line is already compromised and a storm will be worse, not better. If nothing reaches the curb, the line is either blocked solid or broken. Either finding is far cheaper to resolve in September than in the middle of a January storm with water standing in the trench.

Is a storm drain line the same pipe as my sewer?
No, and on almost every Valley property they are entirely separate systems that never touch. The sewer carries waste from inside the house to the city main under the street. The storm drain system collects rainwater from roof downspouts, patio surfaces and low spots in the yard and carries it out to the curb, an alley, or a street inlet. They are usually different pipe materials, different diameters and different depths. This matters when something floods, because a flooded patio and a backed-up shower are two different repairs by two different methods.
Why does my yard flood even though the drain grates look clear?
Because the grate is the one part of the system you can see, and it is rarely where the problem is. The blockage is almost always downstream in the buried line — silt and decomposed granite that washed in over several seasons and settled at a low point, a root mass that entered at a joint, or a section of thin-wall pipe that a tree root or vehicle load has crushed flat. Clear grates with standing water behind them is in fact the classic signature of a failure further down the run.
Can a storm drain line be hydrojetted like a sewer line?
Often yes, and it is usually the right first move, but the pipe has to be assessed first. Yard drain systems are frequently built from thin-wall corrugated or lightweight PVC that will not tolerate the same pressure a cast iron sewer main shrugs off. On a sound line, jetting removes packed silt and sand that a cable simply bores a hole through. On a line that is already cracked or partly collapsed, jetting can open the crack further, which is why a camera run comes first whenever there is any doubt.
How do I know whether it is a blockage or a broken pipe?
A camera inspection is the only way to tell without digging. A blockage clears and the water moves; a structural failure comes back the next time it rains hard. If the same low spot has flooded across two or more rain seasons, and each time snaking it bought a few months, you are almost certainly looking at a broken or crushed section rather than debris. A camera with a surface locate turns that into a marked spot and a depth.
When is the best time to have drainage lines checked in Los Angeles?
September and October, before the first significant storm. The Valley runs dry for six months and then takes its rain in a handful of concentrated events, so the system sits untested for most of the year and then gets asked to move everything at once. Checking in the dry season also means a repair can be excavated in workable soil, on a scheduled day, instead of during a storm with water standing in the trench.
Does a sewer company handle storm drains, or is that landscaping?
It depends entirely on where the failure is. Installing new surface inlets and regrading a yard is landscape work. Cleaning, inspecting, repairing or replacing the buried line that carries the water away is underground pipe work, and it uses the same cameras, jetters and excavation methods as sewer work. If the repair involves opening ground to reach a pipe, you want an underground pipe contractor, not a gardener.
