CCTV Pipe Inspection in the San Fernando Valley — What a Real Sewer Survey Should Deliver
Two people can ask for the same thing and mean completely different jobs. A homeowner who asks for a camera usually wants one question answered: is the line blocked, and why. A property manager, a general contractor, a civil engineer or an HOA board asking for CCTV pipe inspection wants a documented survey — footage, defect locations, depths, and a report someone else can act on months later without calling you back.
Both are legitimate. But if you order the first and needed the second, you will pay twice. Here is what the trade term actually covers, what equipment the job calls for, and what you should insist on receiving before you sign off.
Why the industry calls it CCTV and not just a camera
CCTV — closed-circuit television — is the language of municipal and commercial pipe work, and it carries an assumption the consumer term does not: that the run is recorded, measured and documented, not just looked at. On a public works or engineering job, the video is evidence. It gets filed with a rehabilitation plan, attached to a bid package, or handed to an insurance adjuster. That expectation changes how the work is performed, not just how it is written up.
The practical difference shows up in three places: the equipment on the truck, whether the pipe gets cleaned first, and what leaves with you at the end.
Push camera, crawler, or lateral launch
There is no single tool that covers every pipe, and a contractor who brings only one is going to give you an incomplete survey.
A push camera is a self-levelling head on a stiff fiberglass rod, fed by hand from a cleanout. It is the right tool for a 3- to 4-inch residential lateral and typically reaches 100 to 200 feet. Nearly every single-family sewer survey in Reseda, Northridge or Van Nuys is a push camera job, and that is not a compromise — on a pipe that size, a crawler will not fit and would not help.
A self-propelled crawler is a motorized tractor with a pan-and-tilt head that drives itself down the pipe. It earns its keep on 6-inch and larger building mains, private collector lines serving apartment complexes, and long commercial runs where a push rod would stall or spiral. Pan-and-tilt matters more than people expect: it lets the operator stop, turn the head and look directly into a service connection or a fractured joint instead of glimpsing it as the camera slides past.
A lateral launch system is a crawler that can fire a secondary camera up a branch line from inside the main. On a Valley apartment property with eight or ten building connections into one private sewer, this is often the only way to see the branches without opening every unit.
Alongside all three runs a sonde — a transmitter in the camera head that a locator above ground tracks to mark the pipe's horizontal position and depth on the surface. Without a locate, a defect at 62 feet is a number on a screen. With one, it is a paint mark on the driveway and a depth of 5 feet 8 inches, which is the difference between a targeted spot repair and a guessing excavation.
An uncleaned pipe cannot be coded
This is the step most often skipped, and it invalidates more surveys than any equipment shortfall. A lateral packed with grease, scale or root mass shows you the grease, scale and roots. It does not show you the pipe wall behind them, which is where the fractures, the offset joints and the corrosion live.
On any survey meant to support a repair decision, a capital plan or a claim, the line is jetted first and inspected second. Hydrojetting strips the full interior circumference back to the host pipe; a cable bores an opening through the middle and leaves the walls coated. If a contractor quotes you a documented CCTV inspection with no cleaning line item on a line that is known to back up, ask how they intend to see the pipe.
Defect coding, and why an engineer keeps asking for it
Municipal and engineering clients frequently specify that observations be recorded under a standardized condition-assessment system — in North America, NASSCO's PACP scheme is the common one. Instead of a note reading "bad spot near the sidewalk," each observation is logged with a code, a severity grade and a footage stamp, so that two different inspectors describing the same pipe produce comparable records, and so a pipe surveyed this year can be measured against the same pipe five years from now.
For a single-family lateral in Encino, formal coding is usually overkill. For an HOA budgeting a sewer replacement across a phased schedule, or an owner disputing responsibility for a shared line, it is the difference between a document that settles the argument and one that starts another.
Robotic cutting: the part that is not inspection at all
Search for CCTV work and you will repeatedly see it paired with robotic cutting. They travel together because one enables the other.
When a lateral is rehabilitated with a cured-in-place liner, the new liner passes straight over every branch connection and seals them shut. A remote cutter — a camera-guided rotary tool driven into the lined pipe — reopens each of those connections precisely where the camera says they are. The same tool removes intruding taps, hardened scale shelves and protruding roots that jetting will not shift. It is also how a liner installation is verified after the fact.
So on a rehabilitation job the camera runs at least three times: once to survey and plan, once to guide the cutter, once to confirm the finished pipe. If you are pricing trenchless sewer repair and the quote includes only one camera pass, find out which one.
What you should walk away holding
Whatever the pipe size, a survey you paid to document should produce all of the following. Ask up front, not after:
- The full video file, delivered to you — not a link that expires, and not a technician's phone footage.
- Still images of each significant defect, with the footage counter visible in frame.
- A written observation log: footage, what was seen, and how severe.
- Surface locate marks and depth readings at each defect worth digging for.
- Pipe material, diameter, and the point where the private lateral meets the public main.
- A plain statement of what was not reachable, and why.
That last item is the honest one, and it is the one most reports omit. A camera can be stopped by a hard offset, a collapse, a heavy belly holding standing water, or simply a lateral with no accessible cleanout. A survey that ends at 41 feet on a 90-foot run is still useful — as long as the report says so instead of implying the whole line was seen.
What CCTV will not tell you
A camera shows condition, not behavior. It can show you a crack; it cannot tell you how much water is escaping through it. It can show a belly, but the depth of standing water is an estimate unless flow is controlled. It cannot see beyond the pipe wall, so a soil void or a failing bedding is inferred from movement and joint separation, not observed directly. And in a line running full, the camera sees water.

What this looks like on Valley property
Housing stock here makes the survey predictable in useful ways. Tract homes built through the 1940s and 1950s across Reseda, Van Nuys and Panorama City are largely on vitrified clay in short sections, so the defects cluster at joints — root intrusion and offsets rather than wall failure. Postwar cast iron in older sections of Northridge and Sherman Oaks fails differently, from the inside out, and a camera reads that as scale buildup and a rough, flaking invert long before anything backs up. Newer construction on ABS tends to fail from ground movement and bad bedding, which reads as bellies and separated joints.
On commercial property — restaurant rows on Sherman Way and Ventura, Warner Center buildings, apartment complexes with a private sewer serving multiple structures — the recurring problem is not the pipe at all. It is that nobody has an accurate map. As-builts go missing, tenant improvements reroute lines, and a survey becomes a mapping exercise as much as a condition assessment. Is CCTV pipe inspection different from a sewer camera inspection?
The equipment overlaps, the expectations do not. Both put a camera in the pipe. CCTV is the term used when the run is recorded, measured and documented for someone other than the person watching the screen — an engineer, an owner, an adjuster, a board. If you need a report that stands on its own later, say so when you book, because it changes whether the line is cleaned first and what gets delivered.
Does the pipe have to be cleaned before the inspection?
If the survey is meant to support a repair decision or a claim, yes. Grease, scale and root mass hide the pipe wall, which is exactly where the defects that matter are. On a line with no history of trouble — a pre-purchase scope, for instance — a clean run is often not required. On a line that backs up, inspecting before jetting usually means inspecting twice.
Can you inspect a line with no cleanout?
Often, but not always cleanly. Access can sometimes be gained by pulling a toilet or entering from a roof vent, and both have real limits on bend radius and reach. On a property with no accessible cleanout, installing one is frequently worth doing on its own merits, since it makes every future service call faster and cheaper.
How long does a survey take?
A straightforward residential lateral is typically 45 minutes to 90 minutes including the locate. Add jetting and it becomes a half-day. A commercial or multi-building private sewer with mapping and multiple branches is scheduled by the property, not by the hour, and on occupied buildings we routinely run it early morning or after hours so tenants are not disrupted.
Will the video show me exactly where to dig?
Only in combination with a surface locate. The footage counter tells you how far along the pipe a defect sits; the sonde and locator translate that into a marked spot on the ground with a depth. Insist on both. A video without locates is a diagnosis without an address.
